Purpose:

This document prescribes the procedures to be utilized for providing air traffic control services at the F11 TRACON. The procedures described herein are supplemental to the Jacksonville ARTCC Facility Operating Guidelines and FAA Order JO 7110.65, as well as any published FAA guidelines or procedures.

Distribution:

This order is distributed to all Jacksonville ARTCC personnel.

Sector in Red is the primary sector.
Note: Final Arrival Radar nor satellite radar shall be opened unless Arrival Radar Bitho is online. Departure radar can be opened without arrival sectors online. Departure radar will not cover satellite radar positions. Departure radar will provide TWR services if Satellite Radar or Arrival Radar are offline.

Departure Radar

Duties

Provides approach control services within the airspace depicted.

Departure Procedures

Unless established on an RNAV SID, vector IFR departures to the appropriate departure gate.
Note: When JEEMY/FATHEs are west", release DRE airspace to DRW.

Arrival Procedures

Bitho Arrivals: Bitho arrivals received from ARB and landing the MLB/COF complex are on radio communication transfer, released for decent in ARB airspace and turns up to 30 degrees either side of course.
TPA traffic over Alyna ATA: Deliver TPA arrivals from ALYNA ATA to DRW to 16,000 feet.
TIX, TTS, XMR, COI, X21, and 21FA Arrivals: Delivery aircraft to STK at or descending to 6,000 feet.
MLB, COF, and X59 Arrivals: Delivery jets landing these fields at or descending to 6,000 feet on a vector to parallel DRE/STA airspace.

Duties

Provides approach control services within the airspace depicted.

Departure Procedures

Unless established on an RNAV SID, vector IFR departures to the appropriate departure gate.
When Orlando International is in North Operations, do not turn departing turbojet westbound prior to the ORL VORTAC.
When "JEEMY/FATHEs are west", DRW assumes that portion of DRE airspace.

Arrival Radar

Duties

Provides approach control services within the airspace depicted.

Orlando International Arrivals

Advise arrivals of the runway to expect as advertised on the MCO ATIS. You will issue the corresponding east runway complex runway.
If MCO is South Ops, deliver base leg IFR arrivals to ARG sector descending to 7,000.
If MCO is North Ops, deliver base leg IFR arrivals to ARG sector descending to 6,000.

BITHO Arrivals to COF, MLB, TTS, XMR, and X58

Instruct aircraft to depart BITHO on a heading of 170. Descend the aircraft to 10,000 feet. Handoff to DRE.

Duties

Provides approach control services within the airspace depicted.

Orlando International Arrivals

Advise arrivals of the runway to expect as advertised on the MCO ATIS. You will issue the corresponding west runway complex runway.
If MCO is South Ops, deliver base leg IFR arrivals to ARM sector descending to 7,000.
If MCO is North Ops, deliver base leg IFR arrivals to ARM sector descending to 6,000.

Duties

Provides approach control services within the airspace depicted.

MCO Approaches

Visual Approaches When vectoring aircraft to the localizer for a visual approach for Runway 17R/L, aircraft shall cross ELLAN/FONIK at or above 3,000 and GLOSI/SEEDO at or above 2,500 feet.
Example: American 101, cross ELLAN at or above three thousand, cleared visual approach runway 17R.

Duties

Provides approach control services within the airspace depicted.

MCO Approaches

Visual Approaches When Orlando is South operations, vector turbojet aircraft arrivals so that they are established on a ground track between 160 and 200 before the ORL VORTAC.
When vectoring aircraft for a visual approach for runway 18R and 18L ensure turbojet aircraft maintain 3,000 feet until 5DME north of the ORL VORTAC and 2,500 feet until south of the ORL VORTAC.
Example: American 101, CROSS FIVE MILES NORTH OF THE VOR AT OR ABOVE THREE THOUSAND THEN MAINTAIN TWO THOUSAND FIVE HUNDRED UNTIL SOUTH OF THE VOR, CLEARED VISUAL APPROACH RUNWAY 18R.

Satellite Radar

Duties

Provides approach control services within the airspace depicted.

General Procedures

Provide IFR clearances to ISM when ISM ATCT is closed. Receive cancelation from IFR aircraft landing at ISM when ISM ATCT is closed.

Orlando International Airport

IFR Aircraft
When MCO is North Ops, you will vector to a base leg for Orlando Arrivals so that the aircraft will enter ARG's airspace outside the point at which the final controller is turning aircraft on the downwind. When instrument approaches are in use, deliver the aircraft to ARG at 4,000 feet. When visual approaches are in use, deliver the aircraft to ARG at 3,000 feet.
When MCO is South ops, you will vector to a downwind. Deliver the aircraft to ARG on a heading that will establish the aircraft five miles from and parallel to the MCO ILS final approach course at 4,000 feet.

VFR Aircraft
When MCO is on a North operation, you will vector to a base leg MCO VFR arrivals so that the aircraft will enter ARG airspace outside the point at which the final controller is turning onto the final approach course. If that heading is outside ARG airspace, you will vector the aircraft to the downwind. All VFR arrivals shall be handed off to ARG at or below 3,000 feet.

Duties

Provides approach control services within the airspace depicted.

Orlando International Airport

IFR Aircraft
When MCO is South Operations and traffic permits, vector Orlando Arrivals to the base leg. You will issue a heading so that the aircraft will enter the ARM/ARG airspace outside the point at which the final controller is turning aircraft on to the final approach course. You will vector the aircraft to a downwind if the heading is outside the final approach airspace.
When MCO is North Operations, you will vector the aircraft to a downwind.
All aircraft entering the ARM airspace shall be handed off at 3,000 feet.
If instrument approaches in use, all aircraft shall be handed off to ARG at 4,000 feet. If visual approaches in use, all aircraft shall be handed off to ARG at 3,000 feet.

VFR Aircraft
All VFR aircraft shall be handed off to ARM/ARG at or below 3,000.
NOTE: Ensure you protect the ORL Class D and SFB Class Charlie airspace by making sure the pilot is at or below 3,000.

Duties

Orlando International Airport

IFR Aircraft
When MCO is South Operations and traffic permits, vector Orlando Arrivals to the base leg. You will vector the aircraft to a downwind if the heading is outside the final approach airspace.
When MCO is North Operations, vector aircraft to a downwind.
All aircraft will be delivered to their respective final approach radar at 3,000 feet.

VFR Aircraft
All VFR aircraft shall be handed off to ARM/ARG at or below 3,000.

Duties

Procedures

Controller will transition south and northbound traffic. You will also vector jet/turboprop aircraft requesting at or above 12,000 feet, toward PRESK at 5,000 feet and handoff the aircraft to DRE.

Duties
