Purpose:

This document prescribes the procedures to be utilized for providing air traffic control services at Jacksonville Center. The procedures described herein are supplemental to the Jacksonville ARTCC Facility Operating Guidelines and FAA Order JO 7110.65, as well as any published FAA guidelines or procedures.

Distribution:

This order is distributed to all Jacksonville ARTCC personnel.

Splits:

ZJX airspace shall first be split high/low unless an east/west split would be operationally effective.


The ultra-low sectorization shall not be utilized without a minimum of the high/low split open. Ultra-low sectorization shall not be opened if center is only utilizing the high split. Ultra-low is only available for S3 controllers actively working on their C1 with authorization unless prior permission is obtained from the ATM or designee.

JAX10.JPG Sector 10 CRESTVIEW is a low enroute sector

AOB FL235 situated over the Florida Panhandle and the gulf of Mexico. JAX10 primarily handles arrivals into the Pensacola (PNS), Eglin (VPS), Tyndall (PAM), Cairns (OZR), and Tallahassee (TLH) areas. This sector will also handle ZHU traffic descending into Mobile (MOB) and ZTL traffic into Montgomery (MGM).

sector that primarily handles traffic transiting J2 westbound towards ZHU. BREWTON also borders ZTL and will mostly only ever work light overflights over J2.

Sector 12 ALBANY is an Ultra-Low Sector that owns no enroute airspace, and shall work all unopened TRACON airspace in ZJX. This sector may be opened as traffic permits when appropriate TRACON’s can not be staffed and an enroute controller can control the boundaries of ZJX TRACON’s. Sector 12 ALBANY shall thus own the vertical and lateral limits of the P31, VPS, OZR, PAM, TLH, VAD, CAE, SSC, FLO, MYR, CHS, NBC, SAV, JAX, DAB, and F11 TRACONS whenever they are not staffed. If any of these positions are opened by another controller, R12 shall relieve that airspace and continue working all unopened TRACON airspace

FL235 located over Central North Florida and South Georgia. This sector primarily handles aircraft into Tallahassee (TLH), Cairns (OZR), Valdosta (VLD), Jacksonville (JAX) via the OHDEA# and ALCRN# arrivals and the BRSTL# departure, Savannah (SAV), and A80 satellites to MCN/CSG.

enroute sector primarily AOB FL265 except below the JAX33 Geneva Shelf where JAX15 is delegated AOB FL235. Ocala borders the F11, JAX, and TPA TRACONs. R15 does the primary sequencing for the JAFAR#, GRNCH#, SHREK#, and LEESE# arrivals into F11 TRACON, as well as working F11 departures via CAMDT, VIZTA, KNEED DTAs as well as OSPRY# and RDSOX# SIDs. JAX15 issues descents into Jacksonville (JAX) via the MARQO# STAR, and works departures via the JETIN# SID. JAX15 also issues multiple descents into the Tampa and Sarasota

at or above FL270, primarily working overflights bound deeper into ZMA airspace, as well as descents into TPA. Sector 16 also works departures out of KMCO via the CAMDT corridor as well as the EPCOT# and LEWRD# SIDs. Descents will be issued for aircraft inbound to KMIA, KFLL, and KPBI when ZMA Sector 23 (STOOP) is opened, otherwise aircraft remain at cruise. All aircraft in this sector destined to SW and SE Florida should cross the ZMA border at an odd altitude.

spanning the gulf region of ZJX. ZJX enroute controllers are advised to be alert towards aircraft traversing Y280 & Y290. Traffic on these airways are generally inbound or outbound ZMA airspace. When ZMA is offline aircraft inbound to KMCO via PRICY# STAR shall be given descent. Aircraft inbound MCO are not authorized to deviate off course and shall be handed to the appropriate F11 sector if online.

sector that covers aircraft inbound/outbound ZMA airspace via AR and Y routes. ZJX En Route controllers are advised to be alert towards aircraft traversing AR3, AR5, AR7, AR15, AR16, AR17, AR18, AR19, AR21, AR22, AR23, AR24, G446, Y493, Y494, and M202. Aircraft traversing these airways are generally inbound or outbound to the Miami Area, or long-range flights towards the Atlantic Ocean.


Oceanic Holding
JAX35OCEAN.JPG If the need arises for holding aircraft near the

oceanic corridor, a published hold may be utilized at HADWN. Extreme caution should be exercised when holding aircraft at HADWN as this fix is near AR3, G446, Y232, and Y234. Aircraft with conflicting altitudes and a loss of separation may occur if aircraft within the hold are at the same altitude, or stray outside of the hold’s protected area.


JAX50.JPG Sector 50 ALMA is a high enroute sector that

functions as a sequencing corridor for arrivals to KATL via JJEDI# if ATL is West, or SITTH# if ATL is East. Offload arrivals for KMCO also travel through R50, though the only restriction that needs to be issued is for the LEESE# and GRNCH# arrival. Initial descent for the TPA area will be issued. All aircraft exiting this sector to the north should be transferred to ZTL at an ODD altitude including Q77.

JAX57 issues descents for Jacksonville (JAX) via the QUBEN# and POGIE# STARs and services the EXBOX# and SAWGY# SIDs. This sector also services KDAB. JAX57 shall have control for all turns and descents into JAX58 for all aircraft inbound DAB and F11 airspace.

sector that does primary sequencing for arrivals to the southeastern region of florida into ZMA. Descents will be issued for aircraft inbound to KMIA, KFLL, and KPBI via OMN corridor but only when ZMA Sector 23 (STOOP) is opened, otherwise aircraft remain at cruise. All aircraft in this sector will cross the ZMA border at EVEN altitudes. Use caution for aircraft climbing out of the Jacksonville area. Automatic pointouts will exist between R68 and R58 at FL300 for aircraft descending into KMCO and F11 satellites into JAX57.

Aircraft should be handed off to JAX57 (ST. JOHN) to manage the remainder of the descent. Aircraft inbound F11 Satellite fields should cross LPERD at FL280 and handed off to JAX57 (ST. JOHN). Automatic pointouts shall exist between JAX68 (STATES) and JAX58 (ST. AUGUSTINE) as aircraft begin their descent. Aircraft inbound KDAB shall be at the southern border at FL240 and handed off to JAX57 (ST. JOHN). Automatic pointouts shall exist between JAX68 (STATES), JAX58 (ST. JAX74 also handles Charlotte (CLT) arrivals via the RASLN#, MLLET#, and STOCR# arrivals in addition to the BEAVY#, ICONS#, and KWEEN# Departures. JAX74 also descends aircraft arriving into ZDC via Wilmington (ILM), Fayetteville (FAY), Raleigh/Durham(RDU)and Greensboro (GSO). Additionally JAX74 handles arrivals and departures into Myrtle Beach (MYR), Columbia (CAE), Florence (FLO), and Shaw (SSC) RAPCON.
